Back in 2006 the National Children's Bureau received funding from the Paul Hamlyn Foundation to run a project with an aim to increase the capacity of local authorities to deliver education supervision orders. ESOs have been around since 1991 but in many local authorities they have fallen out of use; consequently there is not much information and guidance, or indeed practice evidence, available to support their use.

The ESO project involved a year-long action learning programme bringing together practitioners from 13 local authorities, all at different levels of expertise in using ESOs. The project is now finished and there are two documents arising from it:

  1. A report on the findings and recommendations arising from the project and;

  2. A practice guidance document which sets ESOs in the post ECM world;
  1. A set of training materials, including: -
  • Presentations
  • Case studies
  • Handouts
  • Training plans and
  • Trainers notes

Unfortunately, there has been a great deal of misinformation about ESOs – some of it bizarre and/or contradictory – which hopefully the new practice guidance and the real life case studies that are part of it will now help put right. ESOs are not a soft option but a serious intervention into family life and should not be used lightly. They also require skilled and professional practitioners. However, although ESOs are not the answer to everything, the project has shown them to be a very useful and effective tool.
