Back in 2006 the National Children's Bureau received funding from the Paul Hamlyn Foundation to run a project with an aim to increase the capacity of local authorities to deliver education supervision orders. ESOs have been around since 1991 but in many local authorities they have fallen out of use; consequently there is not much information and guidance, or indeed practice evidence, available to support their use.

The ESO project involved a year-long action learning programme bringing together practitioners from 13 local authorities, all at different levels of expertise in using ESOs. The project is now finished and there are two documents arising from it:
